The website that I evaluated is Vogue.com. The website meets the guidelines very well. Each graphic included in the page has a specific purpose and supports the content of the website. The images on the website do an especially good job at supporting the text, because they are properly sized and do not distract form the page. A guideline that the page fails to meet is the organization of the graphics. Every image is spaced appropriately from the next, however, I found the overall layout a bit confusing.
It would be legal for Susie to use the photos so long as they are not copyrighted. Because the images are from the public domain, there is no clear author/creator for the work. So, as long as Susie is not selling them from the public domain for her own profit or giving herself credit for the creation of the graphics, she is legally using the images.
